The cab work is yours.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The four parts of a temporary traffic control zone<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A work zone is a stretch of road where work changes the normal path of traffic. Temporary traffic control (TTC) is the signs, devices, and people that move cars through it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OSHA points highway, bridge, and utility crews to the <a href=\"https:\/\/www.osha.gov\/highway-workzones\">Manual on Uniform Traffic Control Devices<\/a>. 29 CFR 1926.200(g) says traffic-control devices at points of hazard must conform to MUTCD Part 6.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Learn the four areas. Finish grade, millings, and trench work all happen a few feet from traffic. A motor grader&#8217;s moldboard or a loader&#8217;s bucket can enter a live lane if you are careless on the offset.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WisDOT night paving around Dane County is a common local version of this. Freeze-thaw wrecks the pavement. Crews mill and overlay after dark so daytime traffic can move. The cab lights that help you see grade also hide a laborer in dark clothes. Assume people are in your blind spot until you prove they are not.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What does the operator control that a flagger does not?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The operator controls the machine path inside the workspace. The flagger controls public traffic at a point on the TTC plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.osha.gov\/laws-regs\/regulations\/standardnumber\/1926\/1926.201\">29 CFR 1926.201<\/a> says flagger signaling and warning garments must conform to MUTCD Part 6. That is a road-user job. It is not the same as <a href=\"https:\/\/www.operator-school.com\/blog\/crane-hand-signals-explained-standard-signals-every-operator-should-know\/\">crane hand signals<\/a>. Crane signals run a lift. Flagger signals stop or release cars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spotter is a third job. The spotter watches the machine&#8217;s blind area during backing or a tight swing. If you lose sight of the spotter, stop. NIOSH&#8217;s backing guidance is that simple. Do not &#8220;feel for them&#8221; with the reverse alarm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dump trucks are part of this even if you came up on a dozer. Millings and base move on trucks. If you also haul between sites, <a href=\"https:\/\/www.operator-school.com\/truck_driver_training.php\">Class A training<\/a> covers the CMV side of work-zone driving. You still <a href=\"https:\/\/www.operator-school.com\/blog\/you-dont-need-a-cdl-to-run-heavy-equipment-heres-when-you-do\/\">do not need a CDL<\/a> just to run most earthmoving machines on the closed side.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The hazard most operator pages skip<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Public traffic is real. Inside traffic is how a lot of workers actually die.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NIOSH reviewed 75 FACE reports covering 78 roadway work-zone deaths. Forty-one incidents, 55 percent, involved construction vehicles and equipment operating inside the zone. Runovers, backing, and caught-in-between. An internal traffic control plan (ITCP) is the written plan for trucks, machines, and people on foot in that workspace. It is not the TTC plan for the public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.cdc.gov\/niosh\/topics\/highwayworkzones\/default.html\">BLS data summarized by NIOSH<\/a> show transportation events as the main killer at road construction sites. Many of those workers were struck by a vehicle. Pickup trucks, cars, machinery, semis, and dump trucks all show up in that list. An excavator operator who never looks over the right shoulder is in that problem set.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.operator-school.com\/blog\/skid-steer-operator-training-how-to-get-started-and-get-hired\/\">Skid steer work<\/a> is a small-machine version of the same rule. Bystanders take more skid-steer injuries than the person in the seat. On a highway shoulder, that bystander is often the laborer setting cones or the inspector with a tablet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Practical cab habits that hold on a WisDOT job:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Walk the path before the first pass if the zone changed overnight.<\/li>\n\n\n\n<li>Know which cones are the live-lane edge. Do not use them as a rest for the blade.<\/li>\n\n\n\n<li>Keep a spotter when you back a dump or swing toward foot traffic.<\/li>\n\n\n\n<li>Stop if radios go quiet or the spotter disappears.<\/li>\n\n\n\n<li>Treat night work as a different job. FHWA notes that more than half of fatal work-zone crashes in 2024 were at night.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Rear-end crashes still kill people in the queue. Large trucks and buses were in nearly one-third of those fatal 2024 crashes. If you enter or leave the zone, you are a CMV-sized object to the cars behind you. Signal early. They still fire people who ignore it. Reading cones, holding an offset, and stopping for a spotter is how you last past 90 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ATS trains operators on the machines these crews run. Graders, dozers, excavators, loaders, and haul units all show up in the same activity area.
